Statistics shows that all the criminals are mentally ill, hence they failed to think rationally before action. We will force all death row convicts to take part in clinical trial, so to understand and find a solution to it.
Stance
To study more on criminal's mind and since we have available "patients" around, might as well make good use of them. After all, we're giving them treatment to their illness.

More and more criminals breaking the law with irrational mindset at that particular point of time when they commit crime.

Violent movies and pornography that giving influence subconsciously.
According to the latest US Department of Justice survey of crime victims, more than 6.6 million violent crimes (murder, rape, assault and robbery) are committed in the US each year. The government has taken actions such as education, campaigns, and counselling. However, the result isn't significantly satisfiable.
Hence we believed that by studying criminals mindset, is possible to find out the cause of all these irrational action, and further prevent this happening.
